avaya ipo 403 not booting part3

thanks for all tips so far none have worked but pretty sure im closer to a solution
bootp entry set for mac address and ipaddress 192.168.42.1
manager set to 255.255.255.255 file name set to ip403.bin in manager directory
tftp log starts and lists following
wed 28/11/2007 13:00:00:Received BOOTP request for 00e00701b5 192.168.42.1 ip403.bin
wed 28/11/2007 13:00:00:Sending BOOTP response for 00e00701b5 192.168.42.1 ip403.bin
the log then repeats these two lines constantly and does nothing else until i cancel it

any input would be appreciated

Do a google for the 3Com tftp server and use that instead of the freaking tftp server build in Manager.

Check your working directory. What version of manager do you have installed? Try pointing the working directory to different folders and see if it pulls it from one. If you have 4.0 manager installed it will not work unless you point to a lower version.

delete all other bootps and reboot then try again.

Try a different bin file maybe a .99 build. There's usually one in a separate folder.
