Avaya ip phones * to program is disabled

I have 4620/4621/4625 sw ip phones that were on a definity, i want to input new parameters into the phone to work on ip office, when i plug these phones in, it goes to dhcp and vlan, but nevers displays press star key to program, just counts to start dhcp. All keys are disabled, just beeps when you press them. can't press the mute key and enter codes for reset or test etc functions. It's like the phones are locked. Thanks for any help!
 
check in your 46xxsettings.txt file if they are set that way.
look for SET PROCSTAT 1 which means local procedures are not allowed.

Let me make sure i am understanding this you hit mute and then type in clear# that doesnt do anything?
 
That is correct, all keys are locked. The keys just beep when you press them. The display just shows starting DHCP and the vlan. Can not get into the phone to see any settings or to modify any settings.

That may noy help, like it did not help for me last week.
There is also a parameter SET PROCPSWD
Fill in SET PROCPSWD = ""

Then it will work again.
