we had been using the following VPN Settings with our Definity System and they worked fine - but now that we have switched to the IP Office none of the vpn phones work. We have 9611, 9630, 9650 phones and the farthest we have gotten is to the point that it ask for login and password - stops at discover.

Do you see the reg request in system monitor. Discovery ussally means it dose not see the ip office. I do not know if u did. I would have clear the phone and vaules and reloaded all setting prior to setting it up on the ipo as well

Does the person programming the IP Office know what they're doing? Have they added the required IP route(s) :)

 
If it gets past the VPN setup (exchanging keys, etc) and you've gotten to the extension prompt, your VPN tunnel is up.

There's something else going on beyond the VPN... Without more info it's going to be really tough to say. As amriddle01 says though - a lack of a route in the IP Office is a good possibility.
