Avaya IP Office sip trunk Asterisk

i would like to create sip trunking between avaya ip office R6.1 and asterisk.
i have done created new sip line on the ip office manager > line.
then filled ip address of asterisk on tab transport > ITSP Proxy Address.
when i looked at the system status, line sip, it current state showed Out Of Service.
any help ?

and do you have a license for it. (just asking)
Most small SIP providers use some sort of Asterisk system so it works but I have never programmed the Asterisk so I am not much help on that one.
