Avaya IP Office can receive calls but not make

Running an Avaya IP Office version 7.0.12. It allows the extensions to receive calls but shows waiting for line when the extension makes a call. All the lines show idle on SSA. On call status calls show ringback but does not select a trunk.
 
Check your ARS table. What kind of lines, POTS, PRI, or SIP?

SHK Certified (School of Hard Knocks)
NCSS, ATSP/IP
 
All lines are POTS lines in outgoing group 0. ARS is set to send calls out on group 0. Outgoing calls are allowed when the system is first rebooted for about 5 minutes then it goes back to saying waiting for line.
 
Do the system or user shortcodes target that ARS though?

you don't per chance have more analog trunk ports active (in service) than you have actual analog lines attached, do you?
 
Found the problem. Calls were being sent to a SCN link that also had line groups 0.
