Avaya IP Office 8.0 (44) 1408/1416 set problem

I'm having a problem with a existing 1416 set in port (8)on my IP500 Digital Station. I need to change it to a 1408 set and when I remove the 1416 and plug the 1408 into the port, it doesn't reconize it. It says Unknown digital handset. I've tried rebooting, outing the user programming, but it just dosen't see it. Can someone please help. The system is IP 500 v2 8.0 (44).
 
It should work fine normally.
Can you try a different port?

Yes I've tried a different port and it will not see it. If I plug the 1408 set into a already existing 1408 port it comes right up. So it's not the phone.
 
They is indeed very strange.
What do you see in monitor when you connect it to a port with a 1416?

Then i suggest that you raise a case with Avaya.
