Avaya IP 4620s stuck at "Discover" screen 4

Ok, having a rather frustrating issue with a new IP Office (IP403 v2.1) system. When I attempt to connect IP telephones (using 4620s), the phones will make it to the "Discover 192.168.0.15" screen and will not go past that point.

I have the IP403 connected to a Netgear PoE switch via the uplink port on the IP403. I am able to log in to the IP403 via the Manager software, and when connecting a 4620 IP phone to the switch, the phone will download the settings/software and boot to the point where I can enter the network setup menu. I provided the following settings:

IP Address: 192.168.0.20
CallSv: 192.168.0.15 (the IP address of the IP403)
CallSvPort: 1719 (the default setting)
Router: 192.168.0.15 (the IP address of the IP403)
Mask: 255.255.255.0 (same mask as the IP403)
FileSv: 192.168.0.10 (the voicemail and manager/TFTP server)
802.1Q: I have tried all 3 settings
VLAN ID = 0

I have tried performing the CLEAR and RESET commands on the phone, the phone will reboot and after providing the network settings it will ask me to enter the extension number... Upon entering the extension number, it goes back to the same "Discover 192.168.0.15" screen and sits there. Pushing the # key makes the phone restart.

I know that the phone is getting a connection to the network, as it downloads the configuration files from the TFTP server during the bootup process.

I've tried changing the network connections around several different ways and I've tried 2 other 4620 phones and they all are doing the same thing. Wondering if there is anything in particular that I need to have in the 46xxsettings.txt to allow the phones to discover the IP403?

Try putting the ipaddress of the netgear in the router field

Some hints:
Do you have a VCM card in the IP Office?
If No : buy one and put it in the IP Office
if Yes : did you enable the gatekeeper on LAN1?
If No : enable it
If yes : IS Autocreate extension enabled?
If No : either enable it or manually create a IP Extension
If Yes: run monitor with H.323 options and see why the phone cannot register with the gatekeeper
 
I will run a scan and find the IP address of the Netgear and give that a try.

Yes, I do have a VCM present in the IP Office
Gatekeeper is enabled
Autocreate is enabled

I ran System Monitor while attempting to boot the phone, and think this may be getting us somewhere. While the phone is hung at the "Discover" screen, Monitor is showing repeating "Decode Failed!" messages.

Also make sure the Netgear port is pinned down to half duplex as that is all the 403 is capable of :)

Nope, it's not an eBay special, but it's the next closest thing... Closing business liquidation auction. The unit was password protected, so I connected to it via serial cable and defaulted it.

If it helps, the network consists of a Netgear FVS318 firewall, a Netgear FS116P PoE switch, and the IP403. VPN connectivity is not being used, all equipment is local.

I can install and configure Partner/Legend/Magix systems in my sleep - I never realized just how complicated IP could be (Hah!).

Sorry having re-read the OP you did say that this was happening.

No, especially if this is default install of manager...

Old kit. And event older software. I'd strongly suggest that you cut your and download a more recent version of the firmware [link ftp://ftp.avaya.com/incoming/Up1cku9/SoftwarePub/3_2GA_Build/ADMIN/ADMIN3_2_69.exe](here)[/url] You'll need to upgrade anyway really, but the 46xx phones are supported on the 2.1 builds so I doubt it is your problem.

I'd follow Amriddles suggestion of a sysmon trace with all the H323 options turned on - this will show the traffic between the IPO and phone

I have run into this with older 46xx phones. You need to boot up and press * . once you do this keep pressing # untill it says no new value and goes to enter command. Then you to do Hold 744# and change the default sig to H323.

I upgraded the IP403's software to R3.0 DT and that fixed the issue. Phones loaded new software from the TFTP and booted up fine. Thanks for your help everyone!
