Avaya Door Phone Controller Issue

I have an Avaya LUUDS door phone and controller hooked up to an analog station port on an IP403 3.2 system. I have the station port set to IVR and have a short code set for hotline to a group. The phone will ring the group just fine and the digital sets can answer, but when you dial "**" to release the door strike relay in the controller it just hangs up the call and doesn't activate the relay. I cant seem to get around this issue. I setup the same controller and door phone on a IP500 and it works perfectly. Is there something different about the analog station ports on the old 406 and 406 control units? Is this a voltage issue or a DTMF issue with the analog ports? Any help would be great. I cant seems to get any answers for Avaya on this.
 
have you tried with a butt set instead of the door controller?
If you do that does the system drop the call as well or do you hear the touch tones through the butt set?
You don't need to have the port set to IVR to have it as a hotline phone so you might want to try other settings but they all need a reboot if I remember 3.2 correctly.
