Avaya Desktop Softphone Default Prefix for International & staff abusing chat feature

I have a UK customer that has a team within their company that calls Germany all day. Is it possible to programme the desktop softphone so that they do not have to enter the 0049 each time they call?

If so what is the best way to configure this?

Also, staff are abusing the chat feature and they would like to know if it is possible to disable this?
