Avaya CMM 5.2.1 Denial Event 1192 while dial VMAIL

Hello All
I have a System Platform running CM 5.2.1 and CMM Vmail.
Tenant 1 NR 1 everything is working fine
Tenant 2 NR 2 user cannot reach Voicemail
we are getting
denial event 1192: Temporary failure then
denial event 1012: No circ/chan avail.

Trunk group 99 is idle or only one or 2 channel are used at anytime

I am using Station 1997 (IpSoft) Tenant 2
IP for this station is setup to NR2 in Ip Network MAP and i have failure

If i change to NR1 in Ip Network MAP everything is fine.

I have the full trace included for station 1997 in NR2 then page 2 in NR1

Forget we found the issue

NR 1 had codec 1
NR 2 had codec 2

codec1 711 only
codec2 729 only
after change
codec1 711 729
codec2 729 711

it works.
Seem that H.323 trunk to Vmail does not support 729
