Avaya CM SIP TIE external call forwarding issue

Avaya CM integrated with CS 1000 and external calls routing through CS 1000. CS 1000 external call working fine and customer satisfied with caller ID. But CM external to external call forwarding rejecting CS 1000. CS 1000 working call forwarding scenario.

Is trunk-to-trunk transfer allowed in CM? That'd be a good place to start
