Avaya CM and Music on Hold with multi tenant

Hello i am new to Avaya Red Cm 6.3 ... need a little help with Music on hold. i have set it up for my tenant and it works fine. the problem i am having is my customer does not want it turned on station to station only on extenal calls being put on hold. he came from Nortel and wants it to wok this way. Any ideas out there.

check the COR of the station. You can turn it off there, but make sure it is turned on for the COR of the trunks. Been awhile since I played with it. I am not 100% sure with this.

I haven't tried this, but perhaps:
Disable Hear MOH in the COR for all the stations
Enable Hear MOH in the COR for the trunks
