Avaya CM 6.1/5.2 failed call transfer using h.323 trunks

Ok, this one is fun (sarcasm imcluded). We have a centralized CM that is 5.2. When calling another facility within our network, we hop through that facility using AAR entries to get there. When making those calls directly, we can do so without issue.

However, if I initiate a call to my cell phone, which also rides those same h.323 trunks and then transfer that cell call to a facility, which also uses those same h.323 trunks, the transfer fails. Has anyone seen this before? The called party hears music on hold, while the one transferring the call gets an error. Please advise if you've got recommendations for me.

As a side not, when using ISDN QSIG trunks, these calls can be made without issue. Below is more information:
