Yeah, it's nothing fancy. Devconnect doesn't have any interop notes, but seeing as it's Oracle, I suppose Oracle might not go through the trouble. Oracle does list it on its supported interfaces.
Ultimately all it does is get CDR and change room names/calling permissions and leverage room states like dirty/cleaning.
In terms of "does it support it" I think you're going to need to refer to the PMS vendor cause Oracle seems to support every PBX under the sun and something tells me they don't include the licensing to connect to any PBX under the sun for free.
It's not interop tested with Avaya. That just means don't call them. Nothing stops anyone from making a solution as long as they want to support it. It's fairly common. Especially for something so static. Avaya support will have no problem telling you R7 wasn't devconnected but 6.3 was so call Oracle and tell them to devconnect on R7.
And it's not like Oracle is some small company that builds a call recorder for the top 5 PBXs and have a serious need to certify the interop. I'm sure Oracle has a policy that they'll support their stuff and not go through every company on that list and ask what each one of them would like. It'd probably be millions of labs for Oracle to maintain and upgrade 1 of every one of those systems.
