Avaya ACCS: Uniform call distribution

Hi, with ACCS-Skillset we need to distribute calls uniformly to the agents, transferring to a different user with each call.
Where we can to verify/set this configuration?
Thank in advance
 
The agents have the same priority.
In a new ACCS-installation it appears that some agents are receiving fewer calls than others.
There is some setting to do? or there are some problems...
