Avaya 9620L, File Obtained Please Wait then Reboots

Subject pretty much sums it up, got two used Avaya 9620L phones and one of them will not connect to the call server or even take a firmware upgrade. Everytime it connects to the file server it says "File Obtained Please Wait" then reboots. At first I do remember it actually downloading and attempting to install it but would reboot and do the same thing again but now it won't even do that much. Any suggestions? Is it bricked?

I have seen them do this when they have been flashed to a custom firmware for a hosted solution or whatever, they just will not take standard upgrade files or they keep booting in SIP mode no matter what you do, are they from eBay or something? Did you try a to clear all settings from the CRAFT menu?

Yeah we got it off ebay, I've done the "Clear Phone" but didn't see a "Clear Procedure" like I did on the other.

Oh nevermind I did see the clear procedure and reset values and have tried both, unfortunately no change
