Avaya 9608 discover mode

I have a CM 3.1.6 with a s8710 gateway. I have just installed our first ip phone which is a 4610. It works perfect. I also have a 9608 ip phone. It boots up and downloads the 96x1hupgrade.txt, 46xxsettings.txt, and the firmware files. Then ask for a station number and password. Once you enter the station and password it goes to discover. It shows the C-LAN card ip and that's all it will do. They are on dhcp and both option 176 and 242 are the same. The 9608 has a firmware of 6.22. The 46xxsettings.txt is from jan 2014 and is totally stock from AVAYA. The station is aliased as a 4610. Any ideas.
 
The 9698 is not officially supported on a CM that old. You can try using the latest 6.3.1 software on the 9608 to see if it makes any difference.
 
Administer it as a 4620, check your CLAN/Medpro firmware? do a list trace ras ip-station XXXX while its registering and you should get some denial event or something that explains a little deeper
 
It was listed as a 4620. I did the list trace and nothing ever appeared and the phone just set in discover mode. I did the list trace then plugged in the phone and let it roll though the steps it didn't ask for a password this time. I assumed that it cached.
