Automaticaly apply borders to group of data

I have been asked to create a spreadsheet which contains a list of properties, one of the collumns lists the owning devision of the property. I am sorting the spreadsheet by this collumn, and have been asked to put a thick line at the top and bottom of each group of owning devision, so that at a glance the different groups can be identified. Is it possible to set this up automaticaly, so that if the sort order of this collumn was changed, or filtering applied to only contain a few, then the borders would then be applied to each grouping of the same owning devision.

This can be achieved by conditional formatting

use the "Formula Is" selection of the conditional formatting and test whether the cell below has a different entry - apply a bottom border et voila
