Automatically block account code

Hi all.
I am interested in a telephone management system setup were if an account code exceeds a certain budget then the account code gets disabled. Is there such system out there and any suggestions?
How is the concept of operation? Does the system call up a browser, then enter IP address of 3300, wait a while enter Login ID and password.... Basically following all the steps a person would do to disable an account code?
