automatic redirection how ?

I have two numbers of 311 - and 312 DTS - Generic how to set the unit to a busy number-311 or when no replies to number 312 redirect?
 
use PELPI, and BSYCHO

PELPI:DIR=XXXX,ANSPOS=XXXX,CHO=1,TIME=15,BSYCHO=3;
PELPI:DIR=XXXX,ANSPOS=YYYY,CHO=2,TIME=15;
PELPI:DIR=XXXX,ANSPOS=ZZZZ,CHO=3,TIME=15;

ZZZZ = BUSY CHOICE RING EXTENSION

YYYY = NO ANSWER RING EXTENSION

So May I ask how to route to mobile phone when extension A busy or not pick up? we use CSP to define class of extension.

Make sure the TIME on mobile divert is longer than divert time on mobile, so that caller goes to mobile VM on no answer.
