Automatic dialtone from handset

Hello
We have a Compact ICS with 1.9 software and a startalk with 2.0. Right now when some one picks up the handset there is no dialtone. We have to hit a line button to get it. How can i program dial tone as soon as we pick up the handset?

Go into Terminals and Sets under Line Access, Prime line, make it Pool A.

or go to the same place and make the prime line as intercom ...
in this case the user gets the norstar dialtone and they dial a 9 to get an outside line
