For some reason after I have reinstalled Windows for the hundredth time, the default connection window will not automatically pull up when I open a browser. Any clue on how to fix this?

Automatic Dial-Up Connection

if you're using IE6:
Tools - Internet Options - connection tab
click the Always Dial my Default Connection radio button & then click ok to save the setting. Close the IE and open it again.
