When viewers scale their browser window, either smaller or larger, the page content should scale to fit browser window. Can you advise me how this is done?

auto scaling content to fit browser window

Not sure if this is the best/correct way, and I am sure if it's not someone will correct me. I think the way to do it is to place your content in a table and set that table to a % of the browser width. For example if you always wanted the content of your page to cover 3/4 of the page you would put <table width="75%">
I don't know if there is any other way to achieve this. Hope that helps though
