Auto Replies not working to external mail 1

Hi

We have a number of mailboxes set up with a rule to reply with a specific message from the server.
Since migrating to 2003 external clients no longer get the auto reply. If you send from a local mailbox, you get the reply no problem. We have deleted and recreated the rules and even created new mailboxes to test, but still the same thing.
The rule looks like this. Check messages when they arrive - Have the server reply using (template)

I'm sure this must be a setting on the smtp server somewhere but I can't seem to find it. Any help will be appreciated

To enable Out-of-Office replies to the Internet:

1) Start Exchange System Manager.
2) Double-click Global Settings, and then click Internet Message Formats.
3) In the Details pane, right-click a domain name, and then click Properties. The default SMTP domain is "*".
4) In the Properties box, click the Advanced tab, and then click to select the Out of office responses check box. This enables Out-of-Office responses to the Internet for the selected domain.

These global settings are applied only when no configurations have been made at the virtual server level or at the individual mailbox level.

 
Will these same steps come into play when wanting any auto reply to the internet email addresses as well? or just out-of-office? Also, is there any problems with setting the domain in SM like that. Right now mine just shows DEFAULT!
 
Do I have to restart the Server after changing the setting in the Internet Message Format?
I enabled now the Out of Office Replies there, but external accounts still get no message.
