because you can mix one track with a voice over track and then adjust the mix level. It doesn't give you the level of control you would have with a true sequencing program such as Logic, but I've seen it work. I have a client who does a ton of voice-overs, and he's used this successfully a number of times to cut demos.
Garageband could do this (included with iLife 4 or 5), as could Logic Express or Logic Pro (although Logic Pro is probably overkill).
