Attendant overflow to external number

Anyone know if it's possible to overflow non answered attendant calls to an external number ?

I have tried setting the AODN target as a DCFW on a phantom,and within a hunt group and via a NCFW in an ACD queue.None of these forward the call.

What set up is the attendant using? M2250?
