attempting cfwd off-net results in denial event 1604

I have a system that I'm trying to allow a user to call-forward off-net. When I attempt it, I get a "denial event 1604: Cfwd offnet COS restrcted D1=0x4 D2=0xb47"

I have quadruple-checked the COS call-fwd all calls 'y', restrict call-fwd off-net 'N', and still nothing.

Any ideas?

Each tenant has a cos-group

Maybe you're changing cos-group 1 but the station's tenant is using a different cos-group

what do you mean "each tenant?" I set the restricted off-net to 'N' across the board, to try and see what it'd do. still nothing
