Probably permissions on Temporary Internet Files folders, best way to track it down though is to setup Object Access Filure Auditing on a specirfic account that you know will fail, then attempt to launch a file, then check the Security Log of the Event Logs.

thanks for responding ...tried this but only get success audits in event viewers no failures even though opens with domain admins permisssions but fails when normal user?
thanks again

Try using FileMon from sysinternals.com

Cheers,

We experienced the same problem, and after some talking to Microsoft, we learned that the version of MS Photo Editor that comes with Office 2k is not W2k-compatible!!! Since our user don't have the need to edit their pictures, we edited the file assosiations to open the jpeg-files in Internet Explorer. If your users need to edit their pictures, you can upgrade to the Photo Editor from Office XP, or install a third party editor.

Sometimes the Photo Editor is starting minimized. For the Citrix user it looks like nothing happened. Try to connect directly to a published Desktop and try to open the attached jpg-file in outlook and you will see what happens. If so, you have to rightclick the photo-editor on the taskbar and leftclick on the option "maximize".
After logoff from the desktop it will work too over the published application.

There is a Microsoft article regarding permissions required in the registry for Proofing Tools.
