ATI Radeon 9600, Need Help

I just put together a new system. I used a Saphire Atlantis Radeon 256MB 9600 8X AGP Video Card on a GigaByte GA-8VT800(L) Motherboard. When I run games, the video freezes! One time, while surfing, I got an error saying something about a "Hardware Deadlock". I installed the video card drivers from the CD and also from Microsofts Driver Update.
 
Check the manufacturer's web site for an updated driver, and if nothing new is found then try ATI's web site. Stay away from the Microsoft video drivers.
 
That sounds like it might work, I will try it when I get home, if anyone else has any suggestions, please add to this. This card also has a jumper on it.... I don't know what it is for or if it will solve this problem.. Someone told me it has something to do with the refresh rate of the card. It has three pins which can be jumpered in two different ways.... It is on the fan side of the Saphire Radeon 9600...
 
I just went to Sapphire's site, and I couldn't find a download section for the user manual. Sorry, I don't know what the jumper is for.
 
The strap is to switch between NTSC and PAL for
the TV out .
