ATA & dialing 9

I have a customer with a 616 DR5 KSU.
He also has a fax machine connected to line 3 via an ATA adaptor.
We are trying to reinstate a feature of direct dialing (bypassing dialing 9 for line access).
Any help would be apreciated.

give ata extension a prime line, no pool

I did set the ATA with a prime line, but it still picks up an intercom path. When I dial 9 the it picks up the prime line (line 3) for outdialing.
