AssocQueryString() doesn't work on WinServer2003

Intriguing:
AssocQueryString() which looks for "notepad.exe" returns
an error when run on Win2003 while working fine on Win2000,
NT4.0 etc. Any ideas? Could it be not enough rights to read Reg?
