Assigning a new line to extension

I moved into a house with a Partner Plus R1.0 a couple of months ago and the system is driving me crazy. I have two incoming lines on the system, one VOIP and one POTS. The phones in our house pick up on Line 1 (VOIP) and the phones in the in-laws apartment pick up on Line 3(POTS). The previous owner had three lines and the one we cancelled happened to be Line 2. The problem is my TiVo can't dial out on the VOIP line because of some problem with the modem and the speed of the line. I have been trying to reassign the line TiVo uses so it by default picks up the POTS line. When I tried to reassign the extension to the POTS line, the change wouldn't work on a regular phone. It worked on a system phone, but the regular phone only had the keypad lights, no dialtone. I tried copying an extension from their apartment to see if that would work but it didn't. Keep in mind that I am completely new to this and I'm most likely doing a bunch of things wrong. Any help you guys could provide would be greatly appreciated.

For whatever extension the TiVo is connected to, reprogram the auto line select to grab the POTS line first.

Actually, for ALL phones, you should probably remove line 3, then move the POTS line to the Line 2 port, and reset any other ringing/ALS/coverage settings.
 
Yeah, a bit more complicated but clean is to get rid of the gap on line 2, and move the POTS from three to two. But if you want to save time, and just get it working, go with TouchToneTommy's first thought. If you're not sure, here are the steps i would take:

From the main programming phone, press [Feature] 0 0 then press [left intercom] [left intercom] then press [right intercom] if its a display phone, it will ask which extension you want to program. If you're TiVO was on 15, then you would dial 15. From here, Dial * * then press [line 3] then * * again. Then exit programming by pressing [Feature] 0 0

Now when your TiVo picks up the line, it should pick up line three, and three only. If that doesnt work, then you may not have line permissions set to allow the TiVO line 3 access
 
Thanks guys it worked. Part of the problem was that one of the contacts in the 206e was bent and probably not making the connection. The programming worked perfectly though.

How would I go about moving the POTS from line two to three? Right now the system directs call from line 1 to certain phones and calls on line 3 to the other phones. Is there an relatively simple way to do this or is it a lot of work with not much return? Again, any help is greatly appreciated.

Hi Steve,
Pick one extension in each group to be your model for the group. Assign lines (or unassign) using #301. Next set the auto line select preference. Finally, set the line ringing. Auto line select and ringing are programmed in "centralized programing". After this, use #399 to copy from the "model" set to the other telephones in that group. Fine tune the line ringing individually for the different sets.
At this point, reassign the disallowed and allowed lists. Also, set restrictions like long distance (my garage). You could assign these before copying using #399.
Don't forget to move the plug from CO3 to CO2.
