Assigned Packages: understanding "Upgrades"

I want to deploy Acrobat Reader 8 through Group Policy, but I also need to instal the Japanese Fonts pack with it. I always assumed on the Upgrades tab that I'd be able to select another MSI to include which would upgrade the existing MSI that's already installed - but now I see that that's not quiet how it works. So, I created an installation package for Acrobat Reader 8, then I created another installation package in the same policy, for Japanese Fonts pack, and under Upgrades - I said that this Package Upgrades Acrobat Reader 8 - I also said "Package can upgrade over the existing installation" so that they would get installed "side-by-side". However, things don't seem to be working that way. When I restart my PC - it only tries to install the Japanese Fonts pack, not Acrobat Reader. If I do RSOP then only the Japanese Fonts pack appears under assigned packages, Acrobat Reader doesn't appear there. Am I going to have to install these as two separate packages, without associating one as an upgrade for the other? And if so, how can I make sure that Acrobat Reader gets installed BEFORE the Japanese Fonts pack - otherwise the Japanese Fonts pack will fail.

Also, just as a by line - does anybody know if Adobe have released Install Tuner for Acrobat 8 yet?
