Assign rights to change account properties?

I would like to assign a group or user the rights to edit several fields on a windows 2003 domain User account.
The user or group should be able to change the fields on page General, Address, Telephones and Organization for all users within a certain Organizational Unit.

How can this be done?
 
Still a question,

I can't find several "user objects" to delegate read/write rights to. "Last Name", "Office", "City" and "Country/Region".

Comment:
It is suggested that adding several property sets is best practice, but after doing that, I have to disable a multitude of read/write permissions. Hence, adding seperate "fields" probably is quicker and more controlable.
I have to add the seperate rights to several OU's. Which makes it a very time consuming job.
