Assign memory to NIC Card????

Sounds more like he adjusted his TCP recieve window or buffer size or some such. There are plenty of shareware or freeware tweaking programs around that can mess with this stuff. Try Be careful though, settings that increase Internet speed may degrade your internal network connection at the same time.
