Is there a parameter one can set in the assemblyInfo that restricts the usage to a specific Project or domain? thanks

Take a look to PermissionSetAttribute class at the Assembly level. You can use it combined with security code access set in the machine.config.

Sounds like they're trying to implement a licensing scheme, where they sell an assembly to someone as part of a product, and want to make sure the customer doesn't call directly into the assembly themselves.

But I could be wrong.
