ASP.dll

Hello I was wonering if the ASP.dll runs as the system account?
I am getting this error:
Server object error 'ASP 0177 : 800a0046'

Server.CreateObject Failed

/filewrite.asp, line 12

The operation completed successfully.
I managed to get this problem resolved by giving the everyone account write permissions but I am sure you all know what a security risk that can be. So how do I resolve this and maintain proper security?
 
Does anyone know how to properly secure the IIS server for the internet. I am concerned about making sure that the ASP pages that people develop are able to run properly. I am concerned about stuff like people writing files with the filesystemobject. I would like to use the other objects like ASPupload and stuff but I am concerned that it might allow people to upload things you wouldnt want them to and in places they dont belong. Microsoft publishes whitepapers on internet security at their site. They also have a program you can run to check your security (Sorry, I don't remember the name). I'd go to search.microsoft.com and search on iis security.
