ascii2decimal conversion

In tcl I read a portion of a binary file byte after byte (comes in ascii). To retrieve the desired 'lowlevel' info out of it I need to convert ascii to decimal with tcl functions.
Something like a function in perl:
chr(oct(0x49))....


Any clue on how to do this.
P.S. a newbie.

append res [scan $buff %c]
