AS/400 Netserver QZLSSERVER can not start - reason code 6

Please help!
We've been receiving the following error when our AS/400 IPL's:
'The required AS/400 NetServer job QZLSSERVER wa unable to start because of reason code 6.'
Reason Code 6 = Start of the internal server failed with return code 3409.

Apparently, there is a problem when the system tries to start NetServer which causes the system to lock-up.
We've been looking for the proper PTF to correct the problem, but there doesn't seem to be one that focuses on this problem.

Any suggestions?
