ARS Out of service not kicking in? 1

I have a PRI that isn't turned up and 4 pot's lines configured as my out of service group. I have a ticked and the drop down configured to goto my backup ars. But it never tries. Just hangs on waiting for line and sysmon shows that it never even tries.
 
In the ARS table at the bottom is a drop down box. Drop it down down and choose alternate route or something like that. Then to the left adjust your timer down from 30 to 15 or 10 seconds.
 
same advice as about but lower the timer to zero seconds

The wait timer is irrelevant unless you specifically lower a users priority, it doesn't apply unless you do :)
