Area Code Not Asking for Long Distance Code 1

We've come across an area code (856 - New Jersey) that when dialed, does not prompt for a long distance code. Is this something in our Nortel Meridian Opt 11, or phone company issue?

Your switch. You need to print the area code and see what rli it goes too. Find another area code in jersey and send 856 on the same rli.
 
Okay, so when I went to add it, it comes back with ESN0072, which says it already exists. Is it possible to do a chg, and if so, can you give me the commands? Here's what I have:

The SDRR DENY code of 976 is most likely not necessary, but if you want it to behave EXACTLY like NPA 1732 then throw it in there.

the rli assigns frl, frl determiines if fac is requested.. should have it from those post..
