Are VCM resources on a combo card linear or rotary

We have a site with intermittent issues with audio on SCN. In troubleshooting, I wanted to look at the VCM resources and how they are used when the controller consists of 2 Combo cards and nothing else. When using VCM resources, do calls always start with module 1, VCM 1 or do they round robin like analog lines when dialing 9?

Also, if they all show in resources, does that mean they are working or could they still show and be defective?
