Are licenses needed for 9611 VPN phone users?

Are there any user licenses required for a user to use a 9611G as a VPN phone? We have a couple up and working, but already had those users set as power users. Just wondering as we add more what licenses (if any) are required?

You should just need IP endpoints.

I have a few 9611Gs as VPN phones and they just consume IP endpoint licenses.
