Application Server vs Enterprise Edition

I recently installed Oracle9i Application Server (1.0.2.0.1) on our Sun Solaris (8) system. All is good except for the fact that our legacy application cannot "talk" to our new 9i database because of the LONG vs CLOB datatype issues. We are in the process of writing conversion scripts and wanted to take advantage of the ALTER TABLE statement which will do the conversion for us (new for 9i). However, this statement does not work with what I have installed. My question is, do I need the Enterprise version (Release 2) of 9i to make good use of the ALTER statement and, if so, is this an upgrade to what I have or a new install?
 
What are you trying to use the ALTER command to do?
Convert LONG columns to CLOB? .

Yes. We have seen documentation that states we can do this by issuing the SQL statement:

ALTER TABLE tableName MODIFY (longColumnName CLOB);
