Application Server 11.1.3 on VMWare login Issue 1

Hello ...

I have Installed the Avaya Application Server on VMWare, started the Ignition process, and set the passwords for root & Administrator & system, and all is fine.
the problem is when trying to access the web control page (7071), typing the username and password, I can't log in ( error in username and password), the same username and password are working when accessing the web management page (7070).

What is the problem here and how to solve it? this is the first time occurs with me
