I am not sure if it is possible to manage the Fox2.x app to be launched "allways on top" in Win environment. Shortcut (PIF) hasn't this setting.
I don't believe 16-bit Windows apps supported this feature. Remember Win 3.x didn't support true multi-tasking, but rather it was a cooperative environment that every app had to "give up" control so that others might run.
Again, consider moving up to VFP if you want to run with the newer OS capabilities.
