ANyone know how to block web access 1

I need to reign in my teenagers Internet access. I'm looking to create a program that will let me set a daily time range when Internet access is permitted. I'm not looking to do anything fancy, this won't evolve into anything commercial.

The problem I have is I have no idea how to block access in general. I'm thinking maybe some kind of DNS redirect or blocking TCP/IP ports. Can anyone offer a suggestion on how I might proceed? I'm self taught with VB.Net, I've been successful in making a number of small utility programs for myself. Since I don't really know. .Net I don't even know what to lookup to design something.

Any guidance would be greatly appreciated.
