Are CA deliberately not posting a link to download the new exe for this version, or is it just well hidden?

It is there but the new support site uses dynamic pages so it is not possible to provide links to most pages.
Login select CA ARCserve Backup Windows go down to the download page select the product again version 12 click go and then click to show individual components.
This is what you want:
CA ARCserve r12 for Windows DVD Master
DVD10105759M.iso
