Anyone ever set up MLPP on Avaya CM?

I can do everything but receive incoming calls. Set up trunk group as ISDN Tie and also tried call by call.
I can see my precedence code on incoming trace and I can see 2 extra digits.

I have my precedence code set up as 95 and on my trace i see incoming digits as follows
9544 and then the call fails.

The CO is sending 4 digits and have verified them as being 4677.

Any help is much appreciated.
