Anybody Recommend a ToolBar

I am looking for a Toolbar that can specifically meet the following:

a. Configurable at runtime by code
b. Automatically resizes depending on number of items or can be commanded to resize
c will show an icon or picture in the button and some text
d. can be docked, undocked or free standing.

Anybody had any experience with the toolbars out there. Appreciate any comments you might have ....

You can program a standard TToolbar to do all the things you want, Can't say I have seen a Third Party component to do this.
